If you run it on any Mac that's not already running 10.13.0~10.13.6, it will complain that you "cannot install this update on this Mac" (or something similar). The partial updater is only about 1.8 GB in size. This is a partial OS update that is very distinct from the "Install macOS High Sierra" app. If so - my guess? You've downloaded the "10.13.6 Update". So you believe you want 10.13.0 because the 10.13.6 installer you have - for whatever reason we don't know right now - refuses to install, insisting you need to already have "10.13" in order to install "10.13.6". I don't/can't really know your experience level, so let's have another go at this. Please don't take this the wrong way, but this sounds like an XY problem.
